Coordinate the permit-to-work system for all construction activities including hot works, confined space entry, lifting operations, and isolations
Ensure appropriate Standard Operating Procedures are maintained for all work carried out under the permit-to-work system at HPC
Prepare, review, and issue permits in line with site procedures and client requirements
Ensure all permits are issued in a timely manner
Ensure all permits are supported by appropriate risk assessments and method statements (RAMS).
Liaise with the Safety team to ensure Fire risk assessments are available for the 4 week look ahead
Liaise with construction teams, supervisors, and engineers to ensure permits are in place ahead of planned works.
Hold weekly meetings with supervisors to ensure all permits have been requested 10 days prior to the required start date
Ensure permits are provided daily to the superintendents and returned on completion of the day
Maintain a permit register tracking active, pending, and closed permits.
Maintain accurate records for audit and compliance purposes
Approve or reject any permits which do not meet the required standard
Suspend or escalate permits where unsafe conditions or deviations are identified.
Ensure timely closure and sign-off of permits upon completion of works.
Carry out site audits to ensure compliance with company and client’s procedures and processes
Initiate site audits to ensure compliance with the safe system of work
Ensures copies of permits, or records of their issue, are kept for a specified period to enable auditing or incident investigation
Build and maintain strong relationships with the permit to work team and client representatives
Problem solver, organised, ability to prioritise and deliver within a high-paced environment
Commitment drive and the ability to work on one’s own initiative
Support site teams in planning activities by identifying permit requirements and constraints.
Support site safety inspections, audits, and client reviews relating to permit compliance.
Promote a strong safety culture, particularly around high-risk activities such as hot works and confined spaces.
Essential Experience
Proven leadership and supervisory skills.
Excellent communication and interpersonal skills.
Experience working in a supervisory role.
Experience on large infrastructure or regulated projects (e.g. nuclear, energy).
Understanding of permit-to-work systems and high-risk activities.
Knowledge of health and safety procedures in construction.
Experience in Hot Works Permits
Desirable Experience
Familiarity with EDF or similar client permit systems.
Proactive and flexible work approach.
Comfortable leading a multi-disciplined blue-collar team
Experience of process plant operation including maintenance delivery
Experience in managing site initiatives and strategies.
Strong organisational and communication skills
