Post Context/Post Summary Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework with a multi-domain, multi-region approach supporting SACEUR’s direction from Baseline Activities and Current Operations (BACO) to Maximum Level of Effort (MLE). The Operations Directorate delivers comprehensive situational awareness, supports crisis identification, planning, and ensures coherent Joint Effects across NATO operations. The Staff Officer (JTE Exercise Plans) is responsible for integrating Joint Effects and targeting into NATO and Allied exercises, coordinating with JTE SMEs, ACO Command POCs, and J2/J3 staffs to ensure robust exercise objectives, scripting, and delivery. The role supports targeting boards and develops targeting content within Annex II (Targeting Directive) for Strategic CONOPS planning. Principal Duties The incumbents’ duty are: 1) Responsible for Joint effects and targeting integration into NATO and Allied Operations, Activities and Exercises, as directed by JTE Branch head. 2) Coordinate across JTE SMEs, Subordinate ACO Command POCs, and J2/J3 Staffs to ensure robust, , and clear Operational objectives, and subsequent input into Exercise scripting and delivery. 3) Support the organization of targeting Working Groups and Boards. 4) Provide directions for the planning of Operations, Activities ICW J5/J35 and Exercise ICW J7. 5) Develop and draft targeting content within ANNEX ll (Targeting Directive) in support of DDA FoP's planning and development ICW J35 and J5. Special Requirements and Additional Duties The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries up to 180 days. The employee may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract. The risk of injury is categorised as No risk / risk might increase when deployed. Essential Qualifications a. Professional/Experience Experience in Joint Effects disciplines. Experience leading, conducting, or contributing to the Joint Targeting Cycle. Experience in planning or conducting NATO exercises at the joint or strategic level. Excellent communication skills (oral & written). b. Education/Training University Degree in history, geography, politics, economics, operations research or related discipline and 2 years post related experience; Or Higher Secondary education and completed advanced vocational training leading to a professional accreditation with 4 years post related experience. Language English - SLP 3333 - (Listening, Speaking, Reading and Writing) NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English. Desirable Qualifications a. Professional Experience Minimun 2 years of experience as a Planner both at Strategic/Operational Level; Minimun 2 years of experience in a joint targeting role, either in intelligence supporting to targeting or operations. b. Education/Training Course: JPL-OP-3f 378 - Strategic Operations Planning Course or national equivalent(SOPC) . Course: JTG-JT-2535 - NATO Joint Targeting Staff (NJTS) Course or national equivalent. Attributes/Competencies • Personal Attributes: The personal attributes that the incumbent should display, are a set of combined attributes that will be reflected as well in the incumbent's personal work but also in the divisions work. In her/his autonomous work the incumbent should reflect critical thinking and analysis skills in order to be able to provide insightful inputs in the daily activity, to evaluate complex issues and develop pragmatic solutions. However, the candidate should be able to also work in a team, respecting the team members and adapting to the team needs. The post requires multitasking activities, capability to adapt to fast-pace and intense workload, high standards of personal and professional behavior. The incumbent must display tact and diplomatic skills in order to be able to successfully work in an international community where different cultural values and styles exist. • Professional Contacts: In order to accomplish the required duties, the incumbent must engage with a various range of Military and Civilian personnel within the NATO Command Structure as well as from across SHAPE. Dealing with different nations and entities implies working with a high level of understanding, maturity and displaying a high level of diplomatic tact. The candidate must assure that the information collected and validated in the meetings are shared with the relevant personnel in order to enhance the overall effectiveness of the team. • Contribution To Objectives: The incumbent should have a various set of responsibility, been able to be assigned in a wide-ranging set of tasks, situations and required outputs. The duties that the incumbent will be responsible for will support JTE. There are no reporting responsibilities. REMARKS: Duration of contract: The successful candidate will fill this post as a Project Related NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda. On expiry of this term the PLN will be deleted or absorbed into the ceiling pending approval or will exceptionally be considered for extension. The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20%25 for pension and medical insurance contributions.
