About the role:
We are looking for someone to make a real difference to the lives of local
people while leading a service that sits at the heart of Adult Social Care
We are looking for an experienced and collaborative leader to join our team as
Brokerage & Supplier Quality Manager. In this role, you will lead a dedicated
brokerage service that helps residents access the right care and support at the
right time, ensuring services are high quality, person-centred and deliver the
best possible outcomes. You will work closely with social workers, health
colleagues, care providers and commissioners to shape care solutions that
promote independence, choice and dignity for people across our community.
This is an opportunity to influence how care services are commissioned and
delivered, using your expertise in relationship building, market management and
negotiation to improve quality, drive value for money and support sustainable
care provision. You will lead and develop a skilled team, champion continuous
improvement, and play a key role in supporting hospital discharge pathways,
safeguarding vulnerable residents and strengthening partnerships across health
and social care.

Key Responsibilities:
We're looking for a candidate who brings a strong combination of leadership,
commercial awareness and social care expertise. Key requirements include:
Knowledge:
• Strong understanding of adult social care, health and care markets, and
brokerage services.
• Knowledge of commissioning, procurement and supplier management processes.
• Understanding of safeguarding, quality assurance, relevant legislation and
regulatory standards.
• Knowledge of market analysis, contract management and delivering value for
money.
Skills:
• Excellent leadership and people management skills, with the ability to
motivate and develop teams.
• Strong negotiation and influencing skills, with experience securing effective
outcomes with providers.
• Excellent relationship-building and partnership-working abilities.
• Strong analytical, financial and reporting skills, with confidence using data
to support decision-making.
• Effective planning, organisational and problem-solving skills.
Experience:
• Significant experience in brokerage, commissioning, procurement or supplier
management within health or social care.
• Experience of leading high-performing teams and managing performance.
• Proven track record of delivering service improvements and achieving cost
efficiencies.
• Experience of working collaboratively with social workers, health partners
and care providers to support effective hospital discharge and person-centred
care planning.
• Experience of managing budgets, analysing financial information and
delivering value for money.
Qualifications and Requirements:
• Degree-level qualification or equivalent experience.
• Experience using Mosaic, Oracle, CM2000 Finance Manager, funding calculators
such as CareCubed desirable
• Commissioning and Purchasing qualification, or willingness to obtain
accreditation.
• Significant experience in brokerage, commissioning, procurement or supplier
management within health or social care.
• Strong knowledge of care markets, quality assurance, safeguarding and
relevant legislation.
• Proven experience of leading teams, managing performance and delivering
service improvements.
• Excellent negotiation, relationship-building and stakeholder management
skills.
• Strong analytical, financial and problem-solving abilities, with experience
of managing budgets and delivering value for money.
• Commitment to equality, diversity and inclusion, and improving outcomes for
residents.
Ideal Candidate:
You will be an experienced leader with expertise in commissioning, brokerage or
supplier management, capable of building strong partnerships, leading
high-performing teams, and driving quality, innovation and value for money
across adult social care services. You will bring strong commercial awareness,
expertise in provider and market management, and the ability to build effective
partnerships that deliver high-quality, person-centred support for residents.
